Guelph plans to cut residential development charges by 30% for three years, potentially saving developers up to $21,623 per home under a new federal-provincial infrastructure funding agreement.
The city is eligible for up to $48.3 million to help offset the lost revenue and fund water and wastewater infrastructure needed to accommodate future housing growth.
But the commitment falls approximately $25 million short of the $73.6 million Guelph originally sought, raising questions about how the city will cover infrastructure costs while collecting less from developers.
The funding will support upgrades to the Water Resource Recovery Centre and Verney Booster Pumping Station, along with a new Clythe Water Treatment Plant.
Mayor Cam Guthrie said the agreement will help fund “the vital water and wastewater infrastructure needed to support those new homes.”
Guelph joins several Ontario municipalities in reaching agreements under the $8.8B federal-provincial program, including Hamilton and Vaughan, which Connect previously reported secured up to $1.27B in combined funding. Mississauga has also secured a commitment of up to $401.4 million.
The city estimates the measures could support 27,675 homes, although that figure represents potential development rather than a committed construction pipeline.
The funding remains subject to final agreements and other conditions.
