The federal government has invested approximately $137 million in non-profit developer Options for Homes’ co-operative rental-housing project in Toronto’s Scarborough area.

The Cedars South Tower is the first major non-profit co-op rental housing development to break ground in Toronto in more than 20 years.

The investment comes through the Co-operative Housing Development Program, a $1.5-billion federal initiative supporting the creation of new co-op homes. Options for Homes CEO Daniel Ger.

Located near Markham Road and Eglinton Avenue East, the 21-storey Cedars South Tower will offer 245 below-market and rent-controlled co-op homes. It is the first phase of Options for Homes’ planned 783-unit community, The Cedars, which will eventually include three additional residential towers and townhomes offering attainable ownership options.

With the federal investment, Options for Homes — one of Canada’s largest non-profit developers — will be able to advance long-term affordable housing that is accessible and environmentally responsible, said the company.

“The federal government has a strong role to play in building non-market housing to provide more affordable housing options for Canadians, and this includes co-operative housing,” said Housing and Infrastructure Minister Gregor Robertson.

Daniel Ger, CEO of Options, said too many working households earn a good living but are pushed out of their communities. He suggested that the Cedars South projects will help them stay where they belong.

“This milestone funding demonstrates the scale of what can be possible when visions and resources between non-profits and government are aligned to deliver housing that meets the diverse needs of working households in our cities,” said Ger.

Designed by Toronto-based RAW Design, the master-planned community will centre on a 40,000-square-foot courtyard connected to a new 1.1-acre public park. Outdoor amenities will include a children’s play area, fitness zone, butterfly garden, off-leash dog area and fire lounge, all linked to green spaces shared with existing neighbours. The South Tower’s design emphasizes flexibility and community, with resident spaces intended to be shaped by co-op members themselves.

“Co-op members cultivate common spaces in ways that are specific to their community,” said Roland Rom Colthoff, Director, RAW Design. “That’s why we are over-delivering in public and outdoor amenity spaces, so members have abundant opportunities to connect, and build community with their neighbours.”
