Crombie and Wesgroup want to replace a Safeway shopping property in east Vancouver with five residential towers containing 1,082 homes, a new grocery store and additional retail space.

The City of Vancouver published the detailed rezoning application on Oct. 19, revealing plans for the property at 3410–3436 Kingsway, near Joyce-Collingwood SkyTrain station.

The proposed buildings would range from 19 to 29 storeys, with approximately 80K SF of commercial and childcare space, including a 47K-SF replacement grocery store, smaller retail premises, restaurants and a private childcare facility.

The redevelopment would proceed in four phases, with the existing Safeway expected to remain operational through the first two phases before a temporary closure.

The partners are seeking increased density and an amendment to Vancouver’s Official Development Plan to permit high-rise construction on the site.

Crombie and Wesgroup established their partnership in 2025, targeting four Safeway properties across Metro Vancouver for redevelopment. The Kingsway application provides a detailed look at how the partners intend to add residential density while retaining grocery-anchored retail.

The proposal remains under municipal review, with construction timing and development costs yet to be announced.
